In case you don't know, Triple Triad is the mini-card game that you get to play during Final Fantasy VIII. Along the way of the game, you get a chance to play against people around the world and get rare cards. The good thing about getting rare cards is that more times than not, they refine into very nice (and rare) items. Like the gigamesh card for example. The gilgamesh card is the best rare card to get in the game because it refines into 10 holy wars. Holy wars are by far the most rare and best item in the game. If you don't get the gilgamesh card, chances are you are not going to get any holywars. If you wanted to get just one holy war you will have to get a total of 1,000,000 curse spikes, which is impossible (unless you have no life). When the Elemental rule is in effect, random element icons are placed on the Triple Triad game board. There are a total of eight elements: Fire, Ice, Thunder, Poison, Earth, Wind and Holy.
In an Elemental game, cards containing elements as the box they correspond to receive a +1 to all of the card's statistics. For example, if you have the Fire element card "Ifrit" and you place it on a space that has a fire elemental sybol in it, your Ifrit card will receive a +1 to all of its stats, thus boosting your Ifrit card's ratings.
However, cards without elements or cards containing elements will receive a -1 to all stats if placed on a space with an element that the card does not have. For example: The Thrustaevis card, which contains the Wind element, will lose one point on each statistic if put on a position containing any element indicator other than the Wind element.

If you don't know what you are doing, the Same and Plus rules can always come back to haunt you when you least expect it. It's very frustrating losing good cards to a person who plays by these rules. Even worse, there are combos added to these rules at times. Once you lose a very good card to these rules, it is very difficult to get the card back. These rules are also very hard to plan for, so be prepared to sit and thoroughly strategize in a region that uses these rules.
The Same Rule comes in effect when you lay down cards that have the same ratings as the adjoining cards. For example, when you place your card in the top right corner, you will be able to flip both of your opponent's cards if they have the same numbers as the bottom and left of the card that you placed.
The Plus rule applies when cards add up to equal the same number on two or more sides.
While playing under the Same and Plus rules, it is also possible to obtain combinations of "flips" off of one draw. The example below shows how the "Combo Rules" work under Same/Plus.
The Same Wall Rule:
The outer edges of the Triple Triad board make up the Same Wall, while playing a game with the Same rule. All of the sides of a Same Wall are given an assumed value of "A".

The Random rule specifies that the cards are chosen at random from your deck before a game. The Random rule should not take effect until after Balamb Garden has become mobile, and once the Random rule is in effect, it is a wise idea to save your game before each major card game. When you are trying to get a rare card from a player that uses the random rule, it may take some time for the card to show up in the opponent's deck.

The Open rule is one of the best rules to have available. It is easy to win with this rule because this rule allows you to view the opponent's cards during the game so you can strategically make better moves.

The Sudden Death rule is a rule in the game that you can enjoy and hate at times. This rule states that the game does not end until someone wins. However, after each draw, you get only the cards on the board that are your color. This means that if your opponent flips any of your good cards and there is a draw, your own cards are going to be used against you. The switch is only temporary and after someone wins you'll get your original cards back, unless you lose, in which case you'd lose some cards to the opponent. This rule works better when you are in a battle with an opponent using the random rule.

During your journey to various locations of the world, the card rules change and the Trade Rules change as well. The Trade Rules establish an agreement of how many cards the winner gets to take from the loser, so make sure you pay very close attention to what the Trade Rule is before the game starts.

Trade Rule--"One" means that the winner of the battle gets to choose one card that the opponent played in the game.
While playing under Trade Rule--"Diff" allows the winner to obtain the difference of the two number scores from the opponent. For example, if you win against your opponent with a score of 7 to his 2, you would be allowed to take all 5 cards from your opponent at the end of the batlle. BE VERY CAREFUL WITH THIS RULE.
Trade Rule--"Direct" states that the winner of the game is allowed to take the cards he flipped from the opponent, however, the opponent gets to take any cards that the opponent flipped. BE ESPECIALLY CAREFUL WITH THIS RULE!!It is almost impossible to get good cards back while playing with this rule.

The Card Queen quest is the hardest and most frustrating side quest, not to mention very time consuming.
If you are serious about getting every card in the game, then you have to do this long quest. This quest will require a lot of saving and a lot of patience. This quest also requires a lot of luck.
The Card Queen is originally located in Balamb City right near the trainstation. If you talk to her she will give you the description of her job and allow you to ask questions about Triple Triad regarding rules and regions of the game. Also, if you really feel like spending the salary of a Level A SeeD member, you can pay her to add more rules on the card games in that region.
To begin this quest, you must first challenge her near the trainstation in Balamb City. She will not leave Balamb until you win or lose a card with a level of at least 8. However, in the beginning the card queen does not have any Level 8, 9 or 10 cards, so you must intentionally lose one to her to make her change locations. Before you can officially start the quest, you need to have the Card Queen move to Dollet, which she may or may not do, that's the frustrating part.
After losing a card of at least level 8 to her, speak to her again and she will tell you which location she will be at next. If it is not Dollet, you can either follow her to that location (longer route because the quest really hasn't begun yet), or you can reset your game and try your luck again.
Once the Card Queen has finally gone to Dollet, follow her there and you can find her on the second floor of the pub. Speak to her normally and you will have a new option to choose from. Choose this fourth option and listen to her talk about her father's influence over the cards and she will then make a statement saying what card she'd like to have. Should you have the card she asks for, play against her and lose the card she wants purposely. She will make some sort of statement about having the card and then tell you she is changing locations again. Don't follow her yet.
Before leaving Dollet to the Card Queen's next location, stop into the painter's house near the shore. Watch the humorous "white bone in the painting incident" and then challenge the kid to a game of cards. The card you just lost to the Card Queen will be in his inventory since he is the Queen's little brother. Whenever she says she "wants" a card and you lose it to her, it immediately becomes part of her brother's collection for you to win back at any time. If you lose any other high card to her other than the ones she specifically asks for, you must win it back from the Queen herself. Her brother doesn't have that many high cards to worry about so before you go to follow the queen at her next location, try to win your card back from him.
Now that you have given the Card Queen her first request, a new rare card will show up somewhere in the world. Follow the Card Queen to her next location and challenge her to a game of cards. Once you win or lose a Level 8 or higher card, she will change locations again. However, the next stage of the quest won't begin until she goes to Dollet again.
Do you see the pattern? You must do this for a total of 5 times to get 5 new rare cards. Always keep in mind that the next "step" of the quest will not take place until you the Card Queen is in Dollet, and always remember to talk to her first when in Dollet to find out what card she "wants" before you play.

If you happen to obtain the Ragnarok on Disc 4 after leaving Ultimecia's Realm via one of the portals, you can find the Card Queen on the peninsula south of the barrier near Tears' Point. She will have every rare card you may have missed, however, she will want to use all of her rules in her arsenal to keep you from winning.

The Gilgamesh Card is important because it refines into 10 Holy Wars. Holy Wars make your whole party temporarily invincible during battle.
